How do I make photos look like comic book strips?

I want to throw some photos together to make them look like a comic book, but I don't have (and don't want to have) Photoshop.

Just wondering if there are any free programs or sites that can add this effect.

The grid systems on Kodak are free and have test options for
up to 12 photos. These are promotional sites tho, in general
the idea of cartoons is a two step art approach. One select out
the facial pieces and copy and save. Using the grid cut off the
emblem pieces and save into another file, this is the fun set.
Now using a phase out coloring keep in mind only one variable is
heat. Hearts, hands, feet, knees, fat, or sweat areas may show
heat effects. So lighten the area and make the color stronger
on the heat, this is the live action comic book effect.
Choose colors without yellow, blue or wood green-brown-aqua
shades for cleaner photo aligment. Careful with red it is the
life color.
